Wrong. Obama allowed it, and worked with Republicans on the details, because he thought congress would never accept such a dumbass, blind, meat-axe approach to cutting spending and would reverse it and identify more intelligent cuts.

Unfortunately, congress is a coward, didn't want to be identified with specific cuts, and Obama was wrong.
