This was Kant's idea in Perpetual Peace reformulated by Thomas Barnett in The Pentagon's New Map. The concept in its essence is that there is a Core of developed and interconnected nations and a periphery of nasty and unsettled corners of the globe. The task is to stabilize the Core, then spread the Core by interconnecting the badlands

I looked up a few articles about Kant's essay and Barnett's book. While their ideas seem related, I had in mind the simple empirical observation that, essentially, there do not appear to be any unsolvable problems between the advanced players. That could be a wonderful opportunity. I realize it's very unlikely to happen.

But, yeah, the concept of having a Core of developed nations promoting stability makes a lot more sense than the modern mishmash in which there is no God - but all religions are equal, and all civilizations must be afforded equal respect, etc. Everyone knows it ain't so, and yet, everyone is supposed to bow to the multiculti gods of PC.

The UN, of course, is the very opposite of the concept of a civilizing Core. They are worse than useless - because they are a political incarnation of that mishmash. Every bloody dictatorship has the same vote as any advanced nation. Instead of gradually getting civilized they're busy spreading corruption.
