Though the ADA pushed for pediatric dental care to be included in the Affordable Care Act, in the end it was not required in all states or in the federal insurance marketplace. As a result, even with the implementation of Obamacare, millions of people age 19 and younger won't have dental coverage in the coming years.

“When we lobbied for a pediatric dental benefit in the Affordable Care Act, we assumed it would be a mandatory buy,” Norman says.. But purchasing dental care for kids was not included in the 10 "essential health benefits" Obamacare requires insurance companies to cover, making it an optional benefit available in the federal insurance marketplace -- and possibly putting it out of reach for many families.

According to the National Association of Dental Plans, 99 percent of dental benefits are sold under a policy that is separate from medical coverage. “It’s about whether the parents will purchase it and whether they can afford to purchase it,” Norman says.
