You said Obamacare does not require it at all. (When I asked why Obamacare requires single adults to purchase pediatric dental coverage, you said, "It does not.") You said states had the choice - they do not. Obamacare requires it as one of the ten EHBs, as I told you.

They only choices the states have is the definition of the baseline plan and whether pediatric dental is bundled into it or must be purchased instead as a standalone plan.

Your cut and paste of the NY explanation makes it clear that it is required by the ACA, whether bundled into a plan, or as a standalone:
"Plans offered in the individual and insured small group market must either include pediatric dental benefits, or follow these rules for the provision of pediatric dental benefits as a stand-alone dental plan..."
