Korea to build them a couple of nuclear power reactors, which is the first thing a country does to go down that path, build some 'breeder' reactors to make nuclear fuel. Slightly refined nuclear fuel can be used to power the reactors, greatly refined nuclear fuel can be used to make bombs and warheads. Pakistan already has all the tech they'll need.
