Right. Now who controlled the House in 2003? The Republicans. Who controlled the Senate in 2003? The Republicans. Who controlled the presidency in 2003? The Republicans. Who controlled the Financial Services Committee in 2003 when Barney made that statement? The Republicans.

While the Republicans controlled Congress during those years, what issue that the Democrats favored and the Republicans didn't get passed? None.

Yeah Barney made a bad call. No question about it, and one he has admitted to since. However, he had no power to do anything but make speeches. The power resided in Republican hands and they made no bones about the fact the Democrats were helpless. If it had been the Senate, where the minority party can influence things via the filibuster, in the House no such power exists or existed in 2003. While you can ding Barney for making a stupid call, he had exactly zero influence on the events. If the House failed to do something about it in 2003, it was because the Republicans wanted it that way. All the Democrats could have contributed was noise.
