For the second straight month, we have a terrible economic data point out of the Midwest.

The March Chicago Purchasing Managers Index came in at 46.3, up only slightly from last month and way below expectations.

Expectations were for Tuesday's Chicago PMI reading to come in at 51.7; any reading below 50 indicates contraction in manufacturing activity in the region.

Tuesday's report showed that prices paid and supplier deliveries fell compared with February, while production, new orders, and employment all rose.

The report's statement said: "While part of this decline may be attributable to the cold weather snap and strike action at West Coast ports, the continued weakness in March points to a wider slowdown in business conditions." For the first quarter, the region's business barometer is averaging 50.5, down from 61.3 in the fourth quarter of last year and the lowest level since the third quarter of 2009.
