Before North Korea became 1/3 of the "Axis of Evil," the prevailing policy being pursued on the Korean peninsula was called the "Sunshine Policy." This, among other things, earned President Kim Dae-Jung a Nobel Peace Price.
Unfortunately, North Korea was busy acquiring nuclear technology at the time, and when they were confronted with this info around 2003, they threw a hissy-fit, the kind which these days have become all-too-common for that regime.
So you see, North Korea got their nukes thanks to the Sunshine Policy, which continued even well into Bush's 2nd term. That finally ended with Lee Myung-Bak, a conservative, took a harsher stance against North Korea.
Obama, of course, is trying his own version of the "Sunshine Policy" toward a country that just shouted "Death to America" a week ago. How stupid is that?
