I don't know how it is done in CA, but in TX there are Central Appraisal Districts in each county, and every year or two they put assessed values on all the property, which the millage rate is then applied to. But there are credits for old people, credits for homesteads, etc. Farmland gets advantage (cheaper) treatment, while producing mineral rights maybe based on the estimated value of the minerals.

The point being that even though residential and commercial real estate property taxes may be high on a typical residence in TX, by the time you take into account farmland and other minimally taxed real estate, CA may actually collect more property tax than TX. I don't know. But the income tax clearly puts CA over the top.

CA is insanely aggressive about collecting tax from out of state, as well. I had them come after partners in CA partnerships who had income so low we would have charged more to do a return than the income. I'd clients to blow it off and if they get caught, then pay it. What a crock.
