It is all about prior appropriation doctrine and the water rights, most of which are rooted in 19th century mining like the California Gold Rush. Don't mix up the situation in the Central Valley with the broader drought in the SW. The two are linked, but the former is much worse (and politically difficult to deal with).

BTW, Arizona is barely in drought status, even though the CAP obviously will have to deal with the subordinate and legislated right to the Colorado project water, and Lakes Mead and Powell are currently at around 40%. None of the mines use CAP water that I am aware of. Just toilets, car washes and lettuce fields.
