The most affected business demographic, those hiring 50-99 employees, has been delayed twice (by Obama, illegally). Why do you think that is?

Perhaps you'll want to have a look at the survey conducted by the Philadelphia Fed concerning the ACA effect on business. Specifically, "The number of workers we employ (including full time and part time) is 18.2% LOWER because of ACA.

And it will, of course, get worse when they finally try to implement the law against those most affected. The hope, of course, is that the economy will have come back enough that the layoffs will go unnoticed. Maybe, maybe not. But they will happen. Because you can't force businesses to employ people who aren't worth what they cost.
