You're basing your conclusion on a "leaked document" obtained by Al Jazeera.

Sounds like another Memogate to me.
Bush gave the NorKs the excuse to kick out inspectors and get access to the materials to build a bomb. Which they did.
Cause you know, North Korea wasn't actively pursuing the bomb until Bush came in, right?

Every time liberal diplomacy fails, the excuse is that conservatives are to blame. Every. Single. Time.

By the way, you forgot to mention that it was the Clinton administration who was dragging its feet on fulfilling the terms of the Carter agreement. Seems like they didn't have much faith in the deal in the first place. No surprise given how Carter basically forced it upon them and Bill Clinton couldn't resist the positive PR from it, no matter how hollow it was.
