Uh, no. theguardian.com haaretz.com nytimes.com graphics8.nytimes.com And yes, the Clinton administration was dragging its feet. Clinton is an able politician. The Republicans in Congress were very much against the deal and Clinton didn't want to spend political capital on the issue. So yeah, Republican malfeasance at work again.
