No one claims this. They'd love to have a nuclear weapon. They are surrounded by enemies. Nukes are great at discouraging invasions. Offensively, they don't really have many uses. As you note, no one wants to see a nuclear arms race in the ME. Which is why we and others have tried to discourage them. That seems to have worked.

2) Even if they want the bomb, it's hard to make.

They are hard to make. Which is why, if they choose to do it, we'd know. Because we'd see the signs. It takes time and money and specialized equipment.

3) Even if Iran gets the bomb, they won't dare to use it.

They wouldn't. Not offensively at least.

Plus there are way too many suicidal fundamentalists there who are convinced that Allah wants there to be a nuclear war.

This is too stupid to bother with. Suicidal fundamentalists have a way of not rising very far in a power structure. It is the downside of being suicidal. Their "use by" label tends to be short term.
