If you read the entry for Roger Smith, Waggoner was CEO of GM at the time the list was compiled. Since his own name would probably be on that list if it was done today, there would be some changes made.

Given the Carley decisions that still dog HP, Itanium anyone?, she very well may have moved up on the list from 19.
