Why was the guy running from the police in the first place??? You're not supposed to run from the police, they'll only chase you down and take you down with force, that's their job, if you get a broken neck from it, well so what, you've earned it...

If the guy did not resist the officer, then there would not have been any take down in the first place... a take down is only when the subject resists arrest, so, if the subject resists the officer, then the officer elevates force and performs a take down... so, I have no pity for someone who gets injured during a take down, he only got what he asked for...
