No, it's not that cut and dried and it's not at all confusing as you make it out to be...

The police must follow what's referred to as the matrix of escalation of force... the matrix is designed by the FBI to maintain peace and civil calm... the matrix has seven levels...

The first level is police presence itself, they don't have to do or say anything, just being present at a scene is enough to calm things down, or should be... and then the matrix elevates and based on how an individual engaged with an officer behaves, that officer must follow that matrix of force... it's not the police officer's job to engage into a fight, it's his job to escalate and end it quickly and is required to follow that matrix up the scale until the subject is completely subdued... the use of deadly force is the seventh level... this matrix is something you would learn about in Police Academy, it's very clear and the matrix must be followed...

In ALL the news reports I've ever seen in the news, and without an exception, I've not seen any officer violate the matrix... it's just that people don't know about it and are generally clueless... the police are not bullies, they have a job to do and they don't waste time subduing the subject no matter what the circumstances... I've never seen an officer walk up to someone and take him down without probable cause, it just doesn't work that way, it doesn't happen...
