France didn't implement austerity measures until 2013

Spending increased in 2013.

It went down in 2011, so you could make some austerity claim for that year (although it wouldn't be much of one the decreases was very slight). But spending went up every year since. There isn't even any noticeable slowdown in the increase for 2013, it increases by about the same rate from 2011 to 2012 to 2013 to 2014.
