Tax cuts as "redistribution upwards" only makes sense if cutting someones taxes amounts not to taking less but to giving something. Seeing a tax cut as the government giving something to you (rather than just taking less), only makes sense if you believe the income already belongs to the government. Thus in response to claims of that tax cuts are "government handouts" or "redistribution upwards".
