WD-40 is the worst thing to use. It is not a lubricant, it is a penetrant It will only attract more dust and then it becomes a mess. Fans in PC's a not something to be applying lubricants to. They are either sealed ball bearing or a brass sleeve bearing (typical). They wear out. Easiest solution is to replace it. Check the size, plug type and order a $10 fan on Amazon or ebay and change it yourself. Usually 4 screws and a plug.
