Yes discouraging (and further distorting) investment would be a bad thing. Slowing the rate of growth over time. I'd put up with more volatility to get more sustained growth, but there is no good evidence that such a trade off would even be relevant. Volatility and bubbles are not some special characteristic of current tax rates. They happen with all sorts of different tax structures and levels.
