To the extent it is so extremely dysfunctional, its more an argument against big government, and for privatization, then it is for the reverse.

Yes, because wingers assume that when the private sector has more money they will spend more.....even during recessions.

They will spend more, but that's not really the biggest advantage. Investing more is really more the point. But yes they do spend more if they have more during recessions. Of course in recessions they have less, and may be less confident about keeping what they have. So they likely spend less then when there isn't a recession. But given a recession (or a lack of one) people with more money tend to spend more.

In some ways tax cuts are a particularly good idea when there is a recession, because then in addition to the supply side benefit you get a stimulus benefit, but getting the timing and size of such fiscal stimulus (or even more so any attempt at stimulus through spending) is rather challenging. And if your going to try to stimulate through tax cuts you have to raise taxes again later (unless they where just generally to high, but then they should be cut whether or not there is a recession). Probably better just to keep them as low and simple as possible, rather then trying to time things.
