The way you mitigate water supply issues is to collect as much as you can while you can. And if your population doubles over 35 years but you do not increase your reservoir status then you are asking for trouble.

Ca couldn't get its shit together to build reservoirs. So they created their own problem.

This is not a difficult problem to understand.
