Oh there are multiple political factors in flooding the US with illegal bodies but the primary and foremost reason is the near certainty that at least 70% of them will vote, or be instructed to vote, democratic. With midterm elections now being decidedly anti-liberal, gathering built-in voters for the presidential vote is the dems main focus.
