That's not the official definition of an expanding economy.

Actually the first part of the statement is - Note my post started with "If the economy is growing"

For an example unemployment can be dropping because people are leaving the work force

You seem to have missed the bolded part -

If the economy is growing, the unemployment rate is steadily dropping AND (unlike in the US as a whole) the labor force is growing
