Peter- I was a Social Studies teacher who taught law (among other things) and know the history of the FTC. The FTC was already sniffing around INTC because of its potentially market controlling potential (Pre KR and 686). The CHPS merger was an action by INTC which clearly falls under the FTC's jurisdiction. A merger of INTC with any chipmaker would be scrutinized the same way MSFT's merger with any software maker (INTUIT for example) would be.

With all the competition in the graphics chips market and the growing popularity of AMD and Cyrix chips (and Cyrix has already integrated graphics chips into its processors) the FTC would be hard-pressed to prove that the resulting merger would dramatically alter the competitive landscape. Now INTC and AMD would be a different story. Just my opinion FWIW.
