Sterling Construction Co. Inc. (STRL) - upped position by 33% w/ avg cost at $3.38/share

Upped my position by 35% after earnings. Company has BV of $7.50/share and a pretty large order book of $750mln. The problem has been low margins and sloppy project management but new CEO (in for 1 quarter) is fixing things. Margins are now mid 6% range from mid 5%, new credit facility w/ different bank that collateralize hard assets w/ 4.5%-6% fixed rate.

Company pays no dividend but for me an excellent value buy. CEO is paying himself $1,00 but has 600K shares that vest over next 36 month. Therefore, his interests are in-line w/ the shareholders.
