Personal circumstances. We hired an elderly Korean lady to do some stuff for us. We pay her straight cash, but she was also suffering from allergies, so we also offered to pay for some holistic medicine. She was overjoyed by the offer.
I am not sure what you mean by this statement [that ObamaCare was oversold]
One of the biggest whoppers said by Obama, other than the "you can keep your doctor" lie, is the claim that insurance premiums would go down. That hasn't happened, and it's no surprise to me.

That's what I mean by oversold. The law would not have passed if it was only sold as a way to reduce the number of uninsured in America. People who already have insurance wanted to know what was in it for them.
