I'd say THEY were lying or at least ignorant. Every insurance plan I know of let's you use an 'out-of-network' doctor for extra cost, and there are many plans offered by Obamacare at all levels. If their doctor is a right-wingnut in a red state that refuses to take Obamacare patients, they could well be telling the truth, but it's hardly Obamacare's fault! I didn't come across any in Utah, but have in Texas. I have company provided insurance now.
