That is not unusual.

People who are knocked unconscious during an accident usually can not remember what happened immediately before the accident. The reason is that losing consciousness prevents their short term memory from being moved to long term memory.

If he did suffer a significant head injury, then he could telling the truth. Of course he could be lying.
