People come back into the labor market when the job market is expanding as is happening now.

Which happens after a recession is over. Which happened in Kansas starting in 2010.

KS employment in 2009 averaged 1.334 million; as of March, 2015, KS employment was 1,396 million. That means that in the last 5 years, KS averaged a growth of 12.4 thousand jobs per year, or less than 1% YOY......an incredibly anemic growth rate........much worse than the rest of the country.

That anemic employment growth coupled with a plummeting participation rate is what brought KS's unemployment rate down. Like many conservative state economies, KS has become an exporter of people.
