Candle Stick, they can trade outside of Island if they wanted to. They are a Market Participant and can silently place orders directly to MM's. This Island down stuff is an excuse. If you called in an order they have to try to fill it. Don't let them bleed you with their not responsible line, they are responsible as your Dealer/Broker...
