There are two speed control mechanisms - automatic train control and positive train control. PTC had been installed but wasn't operable on the train and track where the derailment occurred. ATC was operable but only on the south bound track, not on the side which derailed. Amtrak* looks like an agency which drags its feet on safety equipment.

Another dysfunctional federal agency / program like the VA, Obamacare, IRS, EPA, NASA, NOAA.
