Considering the massive amount of highway spending the bridge collapse was hardly due to the lack of total spending.

Spending on the wrong things (new highways and bridges that aren't needed that badly, spending more on construction and repair because of things like Davis-Bacon and other laws and regulations, etc.) could have been a factor; but accidents and breakdowns happen no matter how much is spent on the system.
