Parts of the country.only.

Many parts of the country...........a third of the metro areas have an unemployment rate of 5% or less. That's very positive. This is a big country and to expect all parts to be participating in the recovery at the same pace is ridiculous. There are parts of the country like a portion of the South that have underlying structural problems that no recovery can cure. States like AL, LA and MS can't get out of their own way and need considerable reform. The first step would be getting entrenched, corrupt Rs out of office.

And under Obama the labor force participation rate has been the lowest since the 70s.

And it kept dropping in to 2015

Of course the participation rate is lower.......the boomers are retiring. However the drop in the rate has slowed considerably in the past year and looks to be improving going forward. Why? See unemployment rates of 5% and less.
