I have a friend who recently moved to NE and she says they're getting rain and snow. Snow last week even.

What's up with that?

We are certainly not having a drought where I live. They're putting up sandbags downtown tonight in anticipation of 8-10" of rain over the coming days. Downtown hasn't flooded here in about 15 years.
