This is closer but still doesn't capture her sentiment. She believes you benefitted and got rich from the common goods and services provided by others so you have an obligation to "pay forward" so others could benefit as you did.
I still don't agree with what she said.

On the surface, it makes moral sense to pay your blessings forward. That is completely justifiable.

But the context of her remarks is government wealth redistribution. She believes that government is the primary vehicle for "paying it forward."

The difference between government and a charity is that you are free to donate to a charity. You are not free to choose whether you want to pay the required amount of taxes to the government. (And although you are free to pay more than what you owe, no one ever does. Not even Warren "I wish I could pay more taxes" Buffet.)

In any case, Fauxcahontas likes to talk about taking power away from the rich and powerful, but the more she focuses on big government as the means to her agenda, the more she'll end up consolidating power into the hands of the few.
