Which locale will see the first dawn of the new millennium?

American Samoa is incorrect
The South Pole is incorrect
The "new millennium" starts 1/1/2000 (at least for this trivia question)
New Zealand is incorrect
The international date line is not a physical locale
The locale does have oceanfront property

Another hint: the official language is English
