Re -- Sub-1K, I am looking into getting one for my in-laws so they can have email capabilities with their grandchildren and for some fun.

For the capabilities you mention they are fun. However if they want to process photographs and send them via email, they may need a better machine..

Also for kids new games (good graphics) coming out, they are/will be bad. Most consumers have rationalized and buy a computer which will last them at least 2-3 years, and for that the 1500-2000 is the best value for the money.
