There is actually a name for the someone else. It's Government.
Exactly. With big government, who needs to take personal responsibility?

Only problem is that big government is often a big failure when it comes to taking care of the poor and homeless.

That's why there is so much of that still around in the Bay Area. People like you say, "Oh, let government take care of it" when government is often the worst way to deal with poverty.

You might as well throw money into a big sinkhole and pat yourself on the back.
