That policy wasn't absolute. Many in upper management would get new computers with new versions of windows and new high-performance computers for engineering would also get special treatment. Another thing was that he moved the company away from Unix based machines to make support and networking easier, but that couldn't be done for some engineering test sets. For the general office population however, his "policy" although not official was to run mature versions of windows and he specifically told me he preferred having at least the first service pack.

I agree about Win10. Microsoft is putting the start-menu back in, but reviews I've read also say that they're doubling-down on the metro interface.
