Because the Bay Area is rich and liberal.

You said it yourself. No rich nation should have poor and hungry residents in it.

So how about we start locally? The rich and liberal Bay Area should get rid of its poor and hungry residents.

Why hasn't that happened yet? Because it's "part of the real world"? I guess you just answered your own question.
