That's to motivate the rich and powerful in their isolated enclaves to call up their friends in the halls of government and tell them there really is a problem, and to start solving it.

Why do I get the idea that you want the private sector to fix it by themselves? When has that ever been done?

I'm not sure I blame you. You're liable to end up with all the homeless in the country camping in your back yard during a drought.
