Not sure what agencies might be involved

..I do know that absent some dramatic changes in the availability of water, that isn't apparent now, all bets are off regarding future allocations

..and the pecking order for what will be available will be domestic, industrial, agricultural and mining

..and there is simply no way in hell that Elmer can guarantee to any potential operator that any required water will be available, because any commitments made are political and can and will always be subject to revision as conditions warrant

..and we are whistling past a graveyard if we expect an operator to not be totally aware of that fact and price accordingly
