Importantly, that decision de-linked the public involvement in war. As a result an irresponsible congress can now send troops anywhere for any reason and not pay a price for it. You know the old saying, when someone tells you about why you must fight a war, give them a gun and tell them to dive right in. I believe in that. Don't mistake me for a pacifist. There are times that war is necessary. But I do believe that people should directly face the consequences of their decisions. And as it stands, the congress and WH pay no price for their mistakes. Worse they get to enrich themselves in the form of campaign contributions and later lobbying fees for awarding contracts to their buddies.
