Wharf Rat - No need for that to stop you from fulfilling your mission in life. There are a lot of dullards out in the slums who could not pass a driver's test and will not go to the DMV to try. You could register them..
When the proposed law says "eligible citizen" does that mean they are breathing?
If they fail the driver's test do they still get registered to vote?
