California people will not only be digging deeper for water but will have to dig deeper in their pockets as food costs soar.

We can substitute one item for another. We can reduce costs by using lower cost metals but but but there is absolutely nothing we can substitute for water.

We probably will offer subsidies but no matter how you look at it this problem is going to cost.
