ISIS is a special case. Even al Qaeda has disowned them. For the rest of Islam, any proof that age 9 is considered the age of consent across all Islam? Are there places where it happens? Wouldn't be surprised. But that happens in some Christian cults in the US. Does that means the rest of the country accepts it? According to the wikipedia, it is all over the place.
