Nick Bond, a climate scientist at the UW-based Joint Institute for the Study of the Atmosphere and Ocean, a joint research center of the UW and the U.S. National Oceanic and Atmospheric Administration says, "that although the blob does not seem to be caused by climate change, it has many of the same effects for West Coast weather."

He seems to understand oceanic teleconnections with persistent atmospheric patterns, such as the polar vortex pattern observed the past 2 winters, and doesn't want to jump to a priori conclusions. Look at the lower left plot with High stationed off Pacific NW coast. Hmmm, where is the "blob" located? Same spot.
