No it isn't. Republicans and conservatives aren't mostly libertarians, let alone extremist libertarians or anarchists. They don't want to slash government, they would actually support its continued growth. A very strong majority of them support Social Security and Medicare and high defense spending. That's two thirds of federal spending right there. There against Obamacare, some of them support entitlement reform and/or limited regulatory reform. That doesn't make them strong anti-statists.

How many here support Medicare and SS? I would like to see a show of hands. How many would support continued growth of government. Show of hands please. Just liking the post would be adequate.
